The goal of the Prime Minister’s Office was to implement a collective communications-monitoring and evaluation system for the Finnish state administration. Manifesto was selected as the consultant to develop the system and concrete research tools for supporting ongoing monitoring and evaluation.
The final result of the project was a set of research methods that can be utilized to examine evaluations for communications success and areas for improvement related to media, citizens, personnel or other key stakeholders.
The methods can also be put to good use in the evaluation of special areas or communications, such as crisis communications, and international and political communications.
